The summons should have been SERVED by a process server AND a copy mailed.

In my state, ALL eviction-related notices (cure or quit, unlawful detainer, etc) MUST be served only by licensed process servers. That solves the problem. And a court summons is always served by a process server.

If the tenant is not home to receive the summons or refuses to accept it, the notice is posted on the door. Once the process server posts it, he also drops one in the mail, certified mail. But by posting it, the matter is done. The tenant has been served. The process server will notify the court that the tenant was properly served, and that puts the landlord in compliance with the notification process.
