Tell her she can have one.

Take her to the phone shop. Have her choose which one she wants. Colour, plan, data everything. Let her choose it all.

Then when they state the upfront cost and monthly payment plan ask her to get her money out and pay it.

When she tells you she can’t afford it just look at her and say “and what makes you think I can”

Not only will this be some motivation for her to get a part time job but also understand you’re not her personal bank
